I have heard about steel contacts being placed to shield the eye during laser treatments. How does a steel contact lens not scratch and cause lasting irritation of the eye? I don't want to have red veins on my eyes forever after procedure.

It is not true. Most (I never say all) people who have Lasik and then want to wear soft contacts can certainly do so. Of course, it is a rare person who needs to wear contacts afterwards. If your eyes do change in the future, then a touchup Lasik is possible.
Head trauma might be cause of your difficulty switching from near to far, which would not be fixable with repeat Lasik. Of course, there are other possibilities. I would recommend that you see a Lasik doctor for an evaluation.
Do yourself and see a surgeon who actually finished a fellowship in cornea/refractive surgery, it doesn't sound like these guys did as it is pretty obvious you are undercorrected and might need an enhancement, plus dry eyes so you probably should have already received punctal plugs and restasis...
