Is it okay to put Latisse on the bottom lash line? Will there be a difference if I apply the Latisse on the skin/dermis part of the lash line as opposed to the "water line" skin? I recently read about rare eye traits describing "double lash" lines. Does Latisse create "double lash" lines?
