What are these redish brown patches and how can they be treated? I suffer from dermatitis (photos)

I have been suffering from dermatitis for a decade now and have been using steroid creams on and off for years. These last couple of years I have noticed these patches that appear to be red/brown around my I dream area beneath it and above it on my arm, I also have them on my upper inner thigh area. Can someone please tell me what it is and if there is any treatment for it. I was also considering camouflage tattoo to cover them. Any advice?
