I have a recessed chin, and my bottom jaw wants to be out farther than it can be when I have my teeth all the way together, because my top teeth are in the way. When I just touch my teeth together, my bottom teeth comfortably come to rest a little beyond my top teeth. I want to fix this both because it’s uncomfortable and because I don’t like the way my recessed chin looks. Also, when I smile, my top teeth barely show. Can these issues be fixed with braces or some other treatment?

That is my favorite reason todo expanders second to helping the airway. Not all orthodontists will consider it so call around. Or if you are stuck call Dynaflex and ask then who uses the Series 2000 expanders in your area. They are pain-free and do an amazing job. Very excited for you!!
Did you wear your retainers?? It looks like you grind your teeth too. If you like the straightness a progressive out of the box orthodontist might consider a Bite plate to help with both of those issues. Invisalign is definitely an option for you too. And you can be treated basically virtually...
I am 99% sure they are peg laterals - that would be confirmed on an x-ray easily. Your idea is exactly what I would want to do if I were you - get them bonded making them ideal shape and size then do orthodontics to close up any remaining space.
