Is there a way for me to fix my protruding upper lip without surgery? I have an overbite as well, is that why my upper lip protrudes so much? Thank you, any help would be much appreciated!

I think you are an excellent candidate to do both braces and veneers. Once your teeth are in their ideal position a minimally invasive veneer can be placed on each lateral. this will give you a more harmonious smile. It will also make your canines less pronounced.
From the photo, it appears that your lower and upper teeth have shifted, especially the lower teeth. Can you still wear your upper retainer? You should schedule an appointment with your orthodontist and it is very likely that you will need a short treatment to correct the relapse of your teeth....
