Would DNA appliance and/or IPR or extraction fix this kind of teeth flaring? (Photos)

You ask some great questions. Most likely your overly flared teeth are the result of insufficient space to upright the teeth along your dental arch. You could perform IPR to make the teeth narrower and thus allow the teeth to fit along your dental arch in a more upright and natural position.

In my opinion, the far better way to correct the overly flared teeth is to increase the size of your dental arch. This could be accomplished with a DNA appliance or any number of other fixed or removable arch development appliances. The reasons this is a better option is that you will have a broader, more attractive smile and you will have healthier TMJ's and airway.

Hello there, it is great that you have included pictures and xrays but that gives us limited information. We need a through exam to give you a better idea. With that being said, if we were only going of your xrays, it appears that your premaxilla is set back. DNA along with developing your premaxilla will have a great impact. Myofunctional therapy is a must in your case. You will see alot of other health benefits if you commit to the treatment. 
Do not do IPR.
