My teeth are generally healthy, straight, and white enough. I just had orthognathic surgery to improve the occlusion/mid-face deficiency. However, in relation to my whole face, my smile is pretty small. The four top incisors are smaller than I would like and still very covered by my top lip even after the surgery. I think it would change my whole face to have larger lateral and front incisors. I am not a fan of veneers. Can this be done satisfactorily with bonding?

There may be several causes for the white spots on your teeth but from your description the seem to be developmental in nature, meaning they occurred when your adult teeth were forming. It's possible you may have had fevers or ear infections when you were very young and that is when these teeth...
The quick fix for this solution is bonding on your lateral incisors, not porcelain veneers. The bonding does not last as long as veneers. However the procedure is as painstaking and exacting as veneers yet they are less costly.
