How long does it take for newly tattooed eyebrows to fade and heal completely?

Permanent eyeliner like all procedures requires a healing time.  It takes about three weeks for eyeliner to heal and for the base color to stabilize.  Most re-treatments are done about four weeks from the initial treatment.  Permanent makeup will continue to fade for the first few years.  It has only been two weeks since you have had your treatment and your liner is still not stabilized.  Given time, the liner will most likely continue to lighten and may end up being closer to the color you wanted.  If you wish to lighten the color after one month, you can apply an eye cream with glycolic acid to the area.  Glycolic skin products can cause fading of tattoos. Be careful using full strength skin products around you eyes because they can be too intense for the sensitive skin in the area and can cause stinging or irritation if they get into your eyes. 
I would wait at least 6 months before seeking other treatment to lighten the area.  We remove permanent makeup that does not fade at our clinic using laser.  A stainless steel eyeshield is inserted into the eye and numbing medication is applied for 30 minutes.  The laser treatment is performed and the shield is removed.  To get rid of the tattoo completely usually 4-6 treatments are needed.  Lasers work well, but are expensive and painful.

to the person that applied the tattoo and see what options they have for you to
help lighten them – including more tattooing.
