Is it normal for breast reconstruction with implants to feel very firm and cold to touch still 4 years on?

I had bilateral mastectomy with sub pectoral silicone implants (I believe textured) approx 4 years ago. My skin is thin generally and especially there as I had close margins with DCIS. I only had radiotherapy to the right side. From day 1 they have both been extremely firm, with the right side only marginally firmer. They are also very cold to the touch. I am thin and athletic and they are slightly larger than my own breast were, maybe a C? Is this normal or could I get a better result? Thanks.
