Over a full brace however I feel this is a bit extreme giving the fact it's just the one tooth..would composite bonding be effective in this case? Or any other procedure or is a full brace my only option?

You have anterior crossbite and most likely you will need both orthodontics and corrective jaw surgery to address this issue properly. As for whether to choose metal or ceramic braces, this decision should not affect the final result.
The bracket which is loose needs to be placed back on properly in its original position secured to the tooth.Although you are traveling currently you may just have to wait till you get back to your own dentist to have it done; or find a nearby orthodontist who can see you and re-secure it...
The length of time between your consultation visit and your treatment start can vary greatly depending on the size and busyness of the office and appointment availability. Usually expect a range of 1-14 days. It will take 1-2 visits.
