-The laser type is Sheer Duet Light -I only laser my face -Have done 8 sessions so far -Usually go once a month, but stayed 3 months without because of summer holidays, shaving in between. - Its been 1 week since my last laser session, and the hair has grown noticeable.

Answer: It is safe to do Lightsheer Duet after 1-2 weeks
These appear to be the ends of the hair that is charred. These are of no concern. They can be shaved off. They appeared because they might have been below the level of the skin before and are now being pushed up from the follicle as the hair is extruding.
There is no issue with getting laser hair removal on the knee area in your case. The laser only affects the skin and the staples are much deeper.
There is no problem with getting LHR after getting chemo. You can get it while undergoing chemo as well as long as the drugs don't cause skin hypersensitivity to the laser which some drugs do, like tetracycline.
