It is best to use a powerful laser that has both pico and nanosecond capabilities and has multiple wavelengths. I prefer the Piqo4 for this. If the laser is underpowered, the more likely there will be scarring and side effects. By using larger spot sizes, the treatments are safer, faster, and more effective, especially for deeper pigment.
