What's the difference between rubber bands and a herbst appliance?

I'm getting my bottom braces on in January, I have an overbite but I was just curious as to: 1. If I needed the herbst appliance should my orthodontist have already told me? 2. What's the difference between getting the herbst appliance and getting elastic a (rubber bands) other than the items themself.
