Eyelashes are replaced every 3-4 months. So, provided you did not cause injury to the eyelashes, and did create inflammation, you should find your eyelashes return to normal density by 3-4 months. There is nothing that can speed up this otherwise normal physiologic process.

Latisse is recommended to be applied to a clean, dry lash line. If you wish to apply moisturizer wait 10 minutes until the serum dries and then apply over top.
Agree with what the other Doctors here have said. This glue allergy can be quite severe. It can also be seen in glued on hair extensions. Latisse should not cause any problems . You should also see your ophthalmologist if you haven't done that already.
