How can I lighten the edges of my lips? Mainly my bottom lip. (Photo)

My lips have not always been like this. When I was younger it was fully pink but over the last few years, it has gotten this way. I had a habit of licking my lips but I have stopped it for months now and still, there is no difference. I have also been regularly applying petroleum jelly.
