I feel that I have an overbite again. Before I got braces I had a very bad overjet and I think it's coming back 3 years after getting braces off. My two front teeth stick out more than they should and they rest on the inside of my lip. I'm not sure if I'm seeing things or not. Would you recommend braces again?

I am 99% sure they are peg laterals - that would be confirmed on an x-ray easily. Your idea is exactly what I would want to do if I were you - get them bonded making them ideal shape and size then do orthodontics to close up any remaining space.
Without xrays it is hard to rule out the option of surgery being the best adjunct. A progressive orthodontist will consider a NiTI expander with braces. I would LOVE to treat your case. WIsh you were in my area. Good luck I promise it will be worth it.
That is the situation we routinely handle. Pt sometimes begins that way sometimes injuries happen and in the middle of treatment, we have to address something like that. DOnt; let that be a worry or make youhesotate. Go get the smile you want
