What can I do about this indentation from a cyst removal and cortisone shot? (Photos)

I had a cortisone shot for a cyst removal but it didn't help it so I had it surgically removed a few weeks after, however, the cortisone shot caused an indent that became apparent after the surgery healed. The surgeon said it would get better after a year however I feel like it's gotten more indented the past few months. This is the area in different lightings to show how indented it is and it's not a pigmentation issue. It's been 8 months since the surgery. I had one fractional resurfacing laser session done after 6 months and not sure it did much but I was told I need 4 sessions to resolve this. I also considered filler but I was told this was a dangerous area to get filler though I feel like it would resolve the indentation issue. Not sure the laser will?
