After braces, my central and lateral incisors still flared out. The Dr. who treated me said that is as far back as my incisors will go. I was also given plastic retainers which broke less than a year, my gap came back the next day. You can see how my teeth are shifting forward, and the space between my canines & lateral incisors is where I had extractions. Should I try braces again to pull my front teeth back? Also, Would veneers fix the appearance of my lateral incisors as well as my gap?

Looking at the pictures, I think orthodontic consultation would be in order for you as I don't think that you would need any kind of double jaw surgery.
There is not enough information in your photos but you do have a long narrow face. I am curious about where the teeth are.
