Options range from laser tightening (either external -- such as Fraxel, or internal -- such as Acculift or Smartlipo) which cause slight tightening of the skin. The gold standard is a lower face lift / neck lift. This involves surgery, but has the most effective result. Costs can vary, but expect the laser procedures to be in the $3K to $5K range and the surgical procedures to be in the $10K to $25K range depending on where you live and which surgeon you go to.
