I had a turnbinectomy with "outfracture" but was not aware of the outfracture complications or even was informed of it. Lawsuit?

The outfracture procedure  is routinely performed by most ENTs as part of a turbinate reduction surgery.  The outfracture procedure itself has no significant complications that I am aware of.  No of the issues you are experiencing would be related to the outfracture of the turbinates.  If you have loss of smell, dryness, and scabbing, this is more likely a result a complication of the turbinate reduction rather than the outfracture.  The issue you are experiencing with your teeth seems to be unrelated.  I have seen numbness in the upper incisiors after septoplasty surgery, but not turbinate surgery.

Dear Ziebell27, The majority of the complications you list above would not be associated with complications from a properly done out fracture procedure. The normal list of temporary concerns may be loss of smell, difficulty breathing, dryness and scabbiness and these may be present for several weeks after the procedure. An examination would need to be done to assess the dental concerns and the other issues you have listed. You may need to have a panorex X-ray of the maxilla for further diagnosis.
