Why can a Med Spa perform laser hair removal on the scrotum, but at home devices say it is not recommended?

I am interested in getting LHR on my scrotum and shaft of the penis. Why do at home devise not recommend this, but it can be done in a location? What is the difference? How could I tell if my skin is light enough for this?
