I am interested in getting LHR on my scrotum and shaft of the penis. Why do at home devise not recommend this, but it can be done in a location? What is the difference? How could I tell if my skin is light enough for this?

Hello, yes you can do laser hair removal and you will get great results. The ideal candidate for laser has lighter skin and darker hair which you have so you will achieve a great result. As the hair stops growing you will have less problems with ingrown hairs. Good luck!
