Hopefully by now things are dramatically improved, but that does appear consistent with a burn you got from the peel. 70% glycolic acid is quite strong and definitely is too strong for the delicate undereye area. You might have some mild scarring, but hopefully not. Always use a very good quality zinc and or titanium dioxide containing sunscreen and sunglasses whenever outside to protect that area.
