While laser hair removal can be performed on virtually any skin color and hair type, hair color is the most important factor. The light emitted from the laser is attracted to the melanin, or dark pigment, in the hair follicle. This means that dark hair is treated most effectively. Treatments performed on red, blonde, and gray hair are not generally as effective.

Most laser hair reduction devices target pigment/color. The pigmented hairs/follicles absorb the light (because of their pigment), can't tolerate the energy, and the follicle dies. Blonde or brown hair is almost pigment-less and therefor can't absorb the light from the laser. Unfortunately, this is true of most laser hair devices. I would consider electrolysis.
At this time the LightSheer doesn't work for light hair color. It only attracts to the darker pigmented hairs.

There are no lasers that remove blonde hair. They might stunt its growth, but not stop it. The microwave technology that Miradry uses can remove all hair types, but I'd be concerned about fat loss if used on the face. Underarm just got FDA approval for hair removal.
Unfortunately, the lighter the hair, the less effective the laser. It may not be worth the cost although I advise some patients to try one treatment to see.
