Would a brow lift also make my forehead look a little smaller ?

Generally, browlift does make the forehead appear a little smaller, however, it might not be the best option for you if the position of the brow relative to your eyes are not too close. With regards to your eyes, based on your descriptions, you may have a ptosis, and could surgically be corrected using blepharoplasty procedure.
