Would a brow lift also make my forehead look a little smaller ?

Without any photo, it will be very difficult to make an accurate assessment. Generally, browlift does make the forehead appear a little smaller, however, it might not be the best option for you if the position of the brow relative to your eyes are not too close. With regards to your eyes, based on your descriptions, you may have a ptosis, and could surgically be corrected using blepharoplasty procedure. Your best course f action would be to schedule an appointment with  board certified plastic surgeon of your choice for an in-person examination and a detailed discussion of your surgical options.
