Fixing overjet in adult. Could extractions be suitable for me? (Photo)

had braces for 2 1/2 years at 14. I was told I did not have space in my mouth and he wanted to extract premolars but my mother said no. I did not wear my retainer. i now have an overjet top and bottom protrude and my lips protrude with a deep mental crease.my canines also face somewhat forward. I cant get surgery because of cost. I plan on getting braces again at 24.Should I consider extractions ?
