I'd suggest something that would penetrate the skin deeper such as InMode's Morpheus8 Body. A chemical peel will only improve the skin surface.
Chemical peels in general will not improve the crepey appearance of the arms . TCA and glycolic acid exfoliate and effect the epidermis. The crepey skin is the dermal loss of elasticity.
