I've heard baking soda, apple cider vinegar and a few other things can dry up the mole and make it fall off on it's own. My mole doesn't stick out, it's pretty much like a freckle and I'm not sure that'd work for me. I'm too scared to try it without knowing if it's true but it's obviously preferable to me over laser treatment or surgery.

Nevi on the lip heal with minimal scar formation, usually. I would seek out a board certified dermatologist who can shave this for you. I don't see the nevus from your photo, so the final answer will come from the doctor you visit.
It sounds like you have a seborrheic keratosis. It's hard to rip an actual mole. As to the question you asked, what to do, that is simple. See a doctor.
