The surgery should have no effect on hair growth. If you have hair regrowth it would be from something else, or just a common occurance. It is always suggested that patients get touch up hair removal treatments yearly to maintain the hair growth.

The surgery should have no effect on the outcome of the laser hair removal. If there is hair that grows back, it had nothing to do with the surgery. Touch ups are required for LHR about every 6-12 months. Also, complete hair removal is not normal, 75-80% should be expected.
You can use lotions before laser hair removal. Before your treatment, the area will be wiped clean of oils, lotions, and sweat. It will take a series of treatments. I recommend getting a formal evaluation with a cosmetic dermatologist. Best, Dr. Emer
