I'm going to South Korea to get my Laser Eye Surgery but I also plan to get a tattoo while I'm there.

It isn't likely to be an issue. But in the rare case where you might, you have to consider you won't be around the surgeons who did the surgery when you return home.

A tattoo should not affect the outcome of your LASIK directly. However, a study done at John Hopkins University showed that tattooing may trigger an immune response in the body and in the eye (uveitis). To be on the safe side, I would schedule LASIK prior to your tattoo appointment to avoid any unnecessary complications.
