I had a Septoplasty, which included fixing my nasal valve collapse on both nostrils, and the right side was perfected. The problematic left side‘s implant is higher than the other; this side’s implant feels heavier, having softer cartilage, exteriorly causing a slightly asymmetrical indented nose crease; while breathing looks normal, it feels like it is poking my left sinus, sensitive to the touch, I receive allergy shots/immunotherapy, daily Zyrtec but still have constant draining w/ antibiotic

Insurance companies often cover septoplasty. The maxillofacial surgery part might be covered but insurance companies are inconsistent on this. Your need to go to a maxillofacial surgeon and see if it can get authorized
The first thing that I would recommend is that you see an ENT doctor who specializes in sinus issues known as a rhinologist. That physician will spend time to determine whether or not you have sinusitis and whether or not it's truly chronic. There's a lot more to know before one could answer...
In short, yes. Septal piercings are performed through the membranous portion of the septum (unless you are having something extreme/unusual being done).
As long as you are going to an experienced piercer, you should be fine and not disrupt the cartilaginous portion of the septum at all.
