Unfortunately there is no treatment that works well for this.  This is genetic and a combination of rubbing in the area and inflammation that causes pigment production.  Topical lightening creams are never usually effective alone.  In combination with light chemical peels like...

There is no best treatment for bleaching or lightening, the treatments need to be individualized. My suggestion is to go to a very well trained cosmetic dermatologist and get an evaluation.  Likely peels/microderm, lightening creams and sun protection are going to be needed.  Best, Dr....
