Fillers add volume to areas that are lacking.  Facial liposuction could be an option, but seek an experienced provider.

The light energy used for laser hair removal only penetrates a few millimeters beneath the skin surface, so if done properly, it should not affect an implant.

Fillers can be very helpful in correcting tear troughs, but the whole face needs to be evaluated to determine where volume replacement will be more helpful.  Just injecting one area can cause the rest of the face to look unbalanced if you have volume loss in the cheeks, for example.  Seek an experienced provider for a thorough evaluation.

You don't say what agent was used for your sclerotherapy, but the most common ones do not cause pain.  Depending on the veins injected, you may have some mild phlebitis (or inflammation of a larger vein) or a small amount of blood clot trapped inside a closed vein which is exerting pressure and causing the pain.  Phlebitis is treated with anti-inflammatory agents like ibuprofen, heat, walking, and compression.  If there is trapped clot, your doctor can remove it with a needle.  Go back and see your provider for evaluation and treatment recommendations.

You appear to have very fair skin.  Some people, mostly fair skinned folks, can be sensitive to even the mildest 'trauma' to the skin and get what is called a histamine reaction, or hives.  Treatment with cortisone cream is usually effective.  If it doesn't get better quickly, see your doctor for a more thorough evaluation.
