There should be no problem with LASIK surgery after rhinoplasy after the first few weeks.  A year is plenty of time to wait.

Latisse generally takes 6-8 weeks to take effect.  Be patient and your lashes should grow back nicely.

Accutane causes severe dryness of the eyes and even though only used once a week will have negative effects on your healing from LASIK for many months.  The best answer is to avoid Accutane completely if considering LASIK.  The longer that you can be off of it before surgery and I would wait until there are no longer any symptoms of dryness before starting again.  In addition, you should have your LASIK surgeon evaluate you for dry eyes.  If you were coming to see me, I would at least suggest Restasis to start preoperatively and recognize that it is likely that you will need plugs as well as other treatments.

As for the second part of your question, both lasers should do an excellent job in treating your refractive error.  There is no reason to pick a surgeon based on this choice.  Pick the surgeon who is most attuned to the treatment of your dry eyes.  

The symptoms that you are describing sound completely normal for a one week postoperative course.  Dryness is usual after LASIK and that causes slightly blurry vision and can also cause glare and halos at night.  More than just tears may be necessary.  You can talk to your doctor about the use of punctal plugs to keep the tears around longer and Vitamins to help with the dryness.

It is most common that one eye heals faster than the other in PRK.  It is unusual for them to both heal at exactly the same pace.  The frequent use of artificial tears will speed up the healing process and it is important to avoid rubbing of th eyes which can cause the new surface layer of the healing cornea to be wiped off.
