Although sclerotherapy is very safe with little to no downtime or local reaction, I think it would be best to wait, but your surgeon is the most important person to ask. So please consult with him or her prior to the breast augmentation. Good luck. 

Sclerotherapy is designed for small, superficial veins, which if present are above the breast tissue and have a very low likelihood of infusing into the milk ducts if done by a an experienced physician. Good luck. 

I agree you have taken very good care of your skin, but unfortunately there are age related changes that are almost unavoidable.  That being said, the area in your skin would best be treated with a combination therapy of laser skin tightening like Titan and micro-needling with PRP which will take about 4 months to see great results but has very little down time. Well, static pictures are difficult to assess, as often we want to see how your lips are portrayed when your talking, laughing, or at rest and how they fit in the context of your facial features. As mentioned by my other colleagues, fillers can add both volume and length to the lips so that they project appropriate naturally and proportionally.  In addition, fillers along the midface or even chin can help outline the lips even more.
