It is certainly a tuberous breast though not a flourish case. The areola is "puffy" due to periareolar ring which is part of the syndrome. In my opinion we can obtain good symmetry with a lipofilling. It consists on grafting your own fatty tissue obtained from belly, back, thighs into your breast in different areas and volumes.

It is no a tuberous breast as you would find in a textbook but it does have some of its characteristics. In my opinion a breast lift (mastopexy) with a inverted T scar would solve the problem of sagging and assimetry. The implants should be removed and changed probably. It is not and odd question. Surgeries as breast lift (mastopexy), breast reduction or just breast augmentation can definitely change tattoos location and/or shape due to direct skin removal or modification of adjacent skin. If the tattoo is not in the area to correct it is utmost improbably to be modified.
