This is vestibular papillomatosis and is very common. You should not laser this, it is a normal variant. Most male partners really won't notice this. It is more noticeable in the photo because of the way you are spreading your labia. Your urethra looks normal.
Unfortunately, none of the lasers do not work well on fibrosis after brachytherapy. I know this is a frustrating problem. I think your best best is using graduated dilators and lots of lube and patience. I skilled pelvic floor therapist can be very helpful.
I can't say for sure without doing an exam, but it looks like enlarged hymenal tags. Most women will have visible remnants of their hymen, and for some it is more exaggerated than other. This is neither prolapse nor granulation tissue. If it really bothers you, some gynecologist can numb up the extra tissue and remove this in the office. But you do not necessarily need to do anything about this, it is common.
I think any board-certified gynecologist should be able to remove this stitch. If you can feel it, then this should be feasible in the clinic.
The key to not injuring the pelvic floor is to minimize bearing down. If you have a strong core and are isolating the targeted muscles properly, you should not adversely affect the pelvic floor. If you have not already seen a Pelvic Floor Physical Therapist (PFPT), I strongly recommend this. A skilled PFPT can make sure that you are doing these exercises properly.
