The photos I attached were taken recently. I haven’t got any photos that clearly show what it looked like previously. The regrowth has been steady-paced so far - I believe. But I’m not sure if this will continue or whether the amount of hair will stabilize at a point. The regrowth has mostly been in a certain area (lower pecs). I would very much appreciate some insight as to what I can expect.

Hello, laser hair removal can be very beneficial to someone who suffers from ingrown hairs. I would first treat with laser hair removal to remove the source of the problem and then address the hyperpigmentation. This can be treated with hydroquinone which is a lightening agent.
