What are the best treatments to get rid of hyper-pigmentation on African American skin? Would Vi Peel or laser be better?(photo)

I have dark spots around my cheeks. I managed to somewhat clear my skin last year with a series of 4 peels (I think they were various PCA peels of varying strengths, starting off with light peels then moving forward with deeper peels and 2 microdermabrasion with a facial. In any rate, I stopped taking care of my skin, I thought at 36 my acne phase was over as I went several months without getting any acne. Now, I need to clear my face up again. Plans to get VI Peel, but would a laser work?
