Treatment for Reddish Spots?

I am having a problem with tiny little red dots on my arms. Some of the spots look like sun spots, and the rest are little dotty red spots. I asked my doctor, and he told me that this is very common among people, and at least 70% of people have this because of uneven skin surface (he even told me the name of it, which I can't remember right now). He said it will get better with scrubbing, but there are no other treatments for it.

I also think I have this problem on my legs. At first, when I visited my doctor, he told me that this problem on my legs is called folliculitis, but then when I visited another doctor for laser hair removal, she told me that it is not folliculitis, and it's just ingrown hair under my skin. She told me that the black spots (which is hair under skin) will be treated with this, but the red spots will not.

I've been using the scrub, but I haven't gotten any results, and I believe the sun has made the dots look a bit darker. It is really bothering me, are there really no treatments for this?
