I had IPL for freckles done 6 days ago and have no change or flaking. Does this mean it was a failure?

I had my first IPL treatment 6 days ago. My nurse practitioner that did the procedure advised me to expect peeling, and for the freckles to raise to the surface and flake off. Within 24 hours, multiple freckles had gotten darker (not near as many as I had hoped, maybe 5% of them) but as the days progressed they started to return to their normal color and not a single one has started to flake. My face look almost exactly as it did 6 days ago. Is it possible that it could still yield results?
