I had a laser treatment almost 3 weeks ago to remove blue veins from my temples and under my eyes. The treatment seems fairly successful in getting rid of the reticular veins. However, I am still dealing with unwanted side effects. I now have new bags / puffiness under my eyes as well as dilated visible capillaries. I am afraid that the laser has permanently damaged my delicate skin under the eyes. I wasn’t worried at 10 days, but I find it hard to imagine swelling lasting this long.

Typically the sclerosing agents will cause an inflammatory response resulting in scarring of the dilated veins and their eventual collapse. This process may take several days to weeks depending on the agent used. Repeat treatments may often be needed.
I don't see any contraindication to getting a tattoo to camouflage the brown areas. These appear to be staining from your prior procedure. It would be prudent to see a vein specialist to look at your leg before tattooing to ensure that all is ok with your venous circulation.
If you treat your hand veins then these veins will no longer be available for an iv. I never treat beyond the upper 1/3 of the forearm so that these veins can be preserved for future use. Sclerotherapy can be controlled by compressing certain veins so the solution will not enter them.
