Indent Scars on Shins and Foot? (photo)

i got my shin scar when i was 9, mom put some medication on it but it got infected ( because i i would take a bath it got wet) now am 23 with 2 3 indent scars on my shins . plus indent scars for little bruises on my foot. probably if my shin scars heal by themselves they wouldn't turn into these horrible scars. i question is how can i make it raise permanently to match the rest of my skin on one level the dark pigmentation don't matter because it can be lighten just the dent bothers me.photos
