I got my upper Blepharoplasty surgery 2 weeks ago and the swelling is still there. My incision on the left eye is a lot higher than my right eye. Will it be even or be very noticeable after healing ? And since Its still swollen should I put ice pack on it?

Yes eyelid double tape is usually safe, and usually used after blepharoplasty surgery to help maintain the correct position of the healing eyelid. However, some patients can have a temporary reaction to the adhesive.
Not having a full face picture it is hard to tell whether you have hemosiderin staining or not. It is very common to have prolonged swelling after fat grafting to this area. Seven weeks is still very early, I recommend going for a f/up with your surgeon for a better evaluation.
