Answer: It Definitely Can just by looking at the pictures I see you have both uneven skin (texture) and spots and discoloration both brown and red. IPL can definitely improve you skin tone and give improve the color more than the texture. I suggest doing a couple of sessions of Erbium Laser skin resurfacing for the texture followed by IPL to improve the tone and color of your skin. IPL does increase collagen production and can improve it as well but I recommend a combination therapy to achieve the best result.
