Redness and Strange Lines on Cheeks

I'm only 17. I cleanse and moisturize morning and evening, but I'm not noticing any difference to my skin. My skin is noticeably red on the cheeks, and I never had this problem before. My main concern, however, is that I seem to have these strange dents/lines on both my cheeks. They can only be seen in natural daylight. It's like someone has used a scalpel to scrape skin off. These problems started occuring shortly after starting puberty. I would really appreciate any information you can give. Thanks.
