Circles can have many causes
It is first important to determine the reason you have circles. You may have allergies that cause sinus congestion. You might rub your eyes. It could be from sun damage. The point is that before you can treat a problem, you must know the cause, so go see your dermatologist for a proper diagnosis and treatment recommendation.

Under eye fillers are the best approach.
Dear Toonsato
For the most part, dark circles are an optical phenomena. Loss of volume in the lower eyelid also contributes to the issue. Skin bleacher are not effective. Laser resurfacing is not suitable for most dark circles. Filling the lower eyelid with Restylane has proven to be a very effective treatment for the dark circles without the need to resort to surgery.
