I have some routine recs for your dehydrated skin. First put together a base routine of cleanser/ moisturizer with ceramides/ sunscreen, then you can add other stuff if you aren't satisfied with your results after 2 weeks. (Most people don't need to use every step, only people with the most severe cases of dehydrated skin need to use every step.)
Gentle Cleanser: Use a non-foaming cleanser from this page. Other popular non-foaming cleansers not listed on that page are: Garnier Skinactive The Gentle Sulfate Free Cleanser, Eucerin Advanced Cleansing Body & Face Cleanser, Aveeno Baby Soothing Relief Creamy Wash, Hada Labo Tokyo Hydrating Facial Cleanser.
Hydrating Toner: If you live in a normal/humid climate, use a hyaluronic acid toner like Hada Labo Gokujyun Hyaluronic Acid Lotion (apply on damp face after cleansing; toners are called "lotions" in Japan). Other popular hyaluronic acid toners are Hada Labo Gokujyun Premium Hyaluronic Acid Lotion (thicker than the regular version), Klairs Supple Preparation Facial Toner (there's also an unscented version if you're sensitive to fragrance/essential oils), Sukoyaka Suhada Urea Moisturizing Lotion, Cezanne Skin Conditioner.
Naruko Taiwan Magnolia Brightening and Firming Toner EX (easy to find on ebay, not amazon) contains 5% Niacinamide, tranexamic acid, licorice root, arbutin, and two types of Vitamin C (ascorbyl glucoside and ethyl ascorbic acid), which all help with fading hyperpigmentation.
If you live in a dry climate, use a hydrating toner without hyaluronic acid like Kikumasamune High Moisture (pink bottle), Etude House SoonJung pH 5.5 Relief Toner, Pyunkang Yul Essence Toner, Mebika Hydrating Moist (easy to find on ebay, not amazon), Naturie Hatomugi Skin Conditioner.
If you live in a dry climate and want to use a hyaluronic acid toner, read this thread.
Essence: Popular options: Cosrx Advanced Snail 96 Mucin Power Essence, Benton Snail Bee High Content Essence, Mizon Snail Repair Intensive Ampoule, Farm Stay All-In-One Honey Ampoule (dupe for the discontinued Scinic AIO Honey Ampoule).
Less popular, but still effective products: Tosowoong Green Tea Essence, Tosowoong Propolis Sparkle Ampoule, Skin 1004 Madagascar Centella Asiatica Ampoule, Purito Centella Green Level Buffet Serum (there's also an unscented version if you're sensitive to fragrance/essential oils), Reddy Cerassol Cica Ampoule, Zymogen Houttuynia Cordata Ferment Serum.
5% Urea Cream: I recommend reading this post to learn about the benefits of urea.
Eucerin makes several different 5% urea creams; I use this one/this one/this one. The night version (also has ceramides!) and jar version are also popular. Other 5% urea creams: Medisei, Sebamed, Balea, Numis Med, and Cien.
You can read my comments in this thread for more detail.
NOTE: Hada Labo Tokyo Skin Plumping Gel Cream is often recommended as a 5% urea cream, however that product uses Hydroxyethyl Urea which is different from normal Urea. You can read my comments in this thread for more detail.
Moisturizer with Ceramides: Popular AND cost-effective options are Cerave PM (contains 4% Niacinamide), Cerave Moisturizing Cream, Eucerin Eczema Relief Cream, and Aveeno Eczema Therapy Cream. Mix in a couple drops of squalane oil if you feel like your skin needs a little extra moisture. Read this thread for other ceramide cream recommendations.
UPDATE: Although this post pointed out that Cerave products don't use the golden ratio for ceramides, I (and many, many other people) personally think that they're good products for healing dehydrated skin.
(PM ONLY) Occlusive: Apply a thin layer of Vaseline to "seal" everything in. Other popular occlusives are Aquaphor and Cerave Healing Ointment.
(AM ONLY) Sunscreen: Aim for SPF 30-50. Popular recs for dry/dehydrated skin are Endurance Shield High Performance Sunblock and No-Ad Sunscreen. Asian sunscreens are also very popular. Read the Holy Grail threads for more sunscreen recs.
Also, are you drinking enough water? I try to drink 3 to 4 liters of water everyday. I also take one flax seed oil supplement (Trader Joe's brand) everyday. If you don't want to take a supplement, you could incorporate a tablespoon of flax seeds into your breakfast every morning by putting it into your yogurt or oatmeal.
(edited to add more product recs)
Patience and consistency are key, it's taken me 4 months for mine to get better, but every day it progresses from the day before unless I drink too much alcohol lol so that's the good news. good luck and happy wedding!
