Raised parts after Picoway

Had picoway laser 3 weeks ago I'm on week 3 now... There was very little scar tissue from original tattoo itself, which I knew , after the laser , I had these raised lyrics for like a week than it went down almost completely flattened out I even thought the original scar was gone than a week later all the words are raised again to the touch and all weird looking... Will all this raised parts go away ? As I was told there would be no scar from the laser...but may be left with old from tattoo.
