38 year old 10 kids

So I am researching doctors and its hard to find someone who is in my budget and who does not want me to loose weight. I am currently 259 and 5'9. I do plan to drop 10-15 lbs to get me to around the latter 240's. I dont want to loose much more because I have small thighs. When I do loose weight it's mostly thigh weight and I look severely disproportionate. This is the main reason I want this surgery. Does anyone know of a doctor who can help me but, stay under 6,000? I am paying cash because i'm. In debt with student loans. Please help me out my sisters! Oh, and thankyou in advance.

Okay here are some pictures of how I look now. I am at 259. I just started working out. Sent some pictures to doctors for quotes. Really want to look good in my clothes again. I don't know what happened to my body. When I was younger I had a nice shape, never any boody but had curves. But when I started running I would only loose leg weight. As I've gotten older as I gain weight it all collects in the top. Praying to get a date by late January for a late march or May surgery. So my journey officially begins on my weight loss mission today. Fingers crossed!!!!
