Collected fluid

Is it Normal for the area that collected fluid to swell after getting it out?

I was told it's still swollen but it dosnt seem to go down! :/ it's not major I just hope it's not a forgotten lipo area and Im mistaking it with swellness ! I'll see as time goes by
